A structured civic debate platform across four nested scales: town, department, region, nation. Everyone takes part at their level; arguments are sourced (the SBDFMS stack), integrity is watched. The more participants, the more groups subdivide to stay human-sized (Dunbar thresholds, a cap of 5,000 active participants per cell) — an architecture designed to stay deliberative even at scale, and compatible with the GeoMANET network.
